Meryl Justin Chertoff's writing and teaching focuses on federal-state intergovernmental relations, state constitutions and state preemption of local government law and policy, as well as state emergency management and public health law issues.  She leads the Georgetown Project on State and Local Government Policy and Law and is former director of the justice and society program and inclusive America project at the Aspen Institute.
